The above subject matter refers.
Within the last Eight months the organization has observed the breach of the SONCAP Guidelines for Operation. Particularly, the following are observed;
PR Certificate has become the come certificate issued to all requesting for SONCAP Certification with out the due process required even for first times.
Product Certificates issued by other IAFs are now used to issue SONCAP Certificate without getting approval from SON.
Other Nation standards are commonly used as the basis for certification with reference to SON for approval.
No Inspections are carried out before issuance of SONCAP Certificates particularly for PR. Once PR is issued, 100% no inspections claiming selectivity.
Authorization to share certificate is common practice with reference to SON.
“China SONCAP Certificate” is the order of the day. Imports shipped in particular country are inspected in another country entirely where there was no shipping.
The above and many others
In view of the above SON Management has decided as follows;
All IAFs are to follow strictly the SONCAP Guidelines for Operation.
No more cross use of Product Certificate by IAFs. Only the IAF that issue product certificate will also issue SONCAP Certificate on the imports.
No more authorization of product certificate usage by another party, every supplier shall obtain their product certificate.
Use of other nation standards will only be authorized by Director Product Certification.
All the above will come to effect Monday, April 29, 2019. Management of SON will not hesitate to sanction any IAF that contravene the above or any aspect of the contract and the guidelines.
